If you found a regulation from the Federal Register, sample the comments to see who this regulation affects.

 

       From federalregister.gov, copy the docket number near the top of the rule.

Paste it in regulations.gov to read comments.

Things to notice:

  • Organizations involved (tells you who the stakeholders are)
  • Comments from individual citizens (gauges public interest and impact)
  • Try searching within the comments for terms like "opposed" or "support" to help you find comments on both sides of the issue.
